We can appreciate shared sticks potentially spreading bacteria. Though many dogs drink water from muddy puddles. And we’ve housesit multiple dogs that require effort to stop them eating poo. Disgusting, but not our dogs - and a ‘surprise’ trait confession during multiple onsite handovers. We’re not vets but can only but guess that at many dogs have strong digestive resilience.

Yes, many animals, especially strays, get away with all sorts of behavior. I’m guessing that vets, who tend to see pets with issues, are warning of the worst potential outcomes.
I sat a dog who turned out to love eating frozen goose poop (we went to a park where they were frozen to the ground). I had to keep steering her clear and we left quickly, because I didn’t want to risk her getting sick on my watch.
I don’t think any dogs using these library’s actually share sticks - in my experience once a dog has a stick it’s theirs and the don’t give it up … 
The other points are good to be aware of and apply to any stick that a dog picks up whether from a library or not .
