We used to pick our top candidates out of 5 and perform video chats with them. Once we had three top choices, interviewed all three, and could not decide between the three as each of them had qualities we liked, and such qualities were different.
Out of 5 applicants, we generally get 4 who seem to be high quality. We now simply interview our top candidate. Each time we have selected just one to interview, we have been very pleased with that person.
A rejection note that references a random draw is not necessarily a lie. It might be reality.
