How much should we assume sitters know?

Which it would be the HO’s responsibility to inform the sitter of. I find such poorly trained dogs quite annoying.

Not everywhere in Italy. I’ve just finished a sit in Bologna and asked the owners if that was the case, they said nobody did that and I haven’t seen anyone carry the bottle. We do it in Spain. I think those rules are set by the councils so it might not apply everywhere in Spain, perhaps not so much in rural areas but I really can’t think of a place where they don’t have that rule. Some councils take more measures to enforce it than others and there’s always someone who doesn’t abide.

This makes me think that sometimes sitters are asked to do things which are not really allowed in some places, like walk a dog off the leash. This has happened to me recently. The owner told me where the dog was taken to play ball and I did, because that was her routine and what she really enjoyed but I saw a sign at the gate indicating that dogs should be on the leash. It’s true nobody paid attention to that rule and the park was full of dogs running and playing freely but I guess it would have been me getting the fine if there was one.

There’s always what should be done and what people actually do. If it’s not enforced, more and more people don’t care.
We all try to get away with things sometimes…
