the fee is for any book that we choose to reserve whether it is at our local branch library or another library in the county. Personally, I would never bother reserving a book unless it must come from another library. If the book is available at my local library but out on loan, I would just wait and try my luck borrowing it when it was returned sometime in the future.
Yes, the actual borrowing of books (also ebooks and audiobooks etc) is free.

I have been volunteering at various Oxfam charity shops around England and Wales while I am on longer cat sits of 2 weeks and longer. So far I volunteered at shops in Witney, Cardiff, Norwich, Cambridge & Aylesbury. As I am on a repeat sit in Cardiff now, I am also doing a repeat stint at the Cardiff Oxfam Bookshop. I really enjoy it, makes me feel useful
Great to read @cat.tails you are still doing your voluntary work at the various Oxfam charity shops as you move around with your sits. Cardiff would be pleased to see you again.
