@Jenny yes, the cat was walking on a leash. Another friend said she’s seen him at some cat shows on the Houston, TX area and his name is Dragon

Maybe the cat drinks out of a bowl or such regularly and occasionally enjoys squirts of water?

I sat a couple of cats for instance who had water bowls, but they enjoyed occasionally drinking out of a tap or playing with the water. Not a big deal for me to indulge them.
